tool xml to fetch choices from a URL

Hi:

I need users to specify a project when they run a tool… 
I would like this to be a select list whose set of options comes from a remote url.

What’s the best way to achieve that UI?

Should I try to add a from_url attribute to the options tag?

It may be possible to do this using a select field plus dynamic
options. The cummeRbund tool seems to use a select that uses arbitrary
Python to generate options - but I may be missing something.

If it really does that - than it would seem to be possible to ping a
remote URL as part of that option building.
